The Association

The Australian Flexible Pavement Association (AfPA) was formed in 1969 as a non-profit organisation to promote the economic use of flexible pavements based on sound technical and commercial grounds. It is the peak body representing all of the flexible pavement industry in Australia. Throughout its history, AfPA has maintained the dissemination of technical knowledge aimed at continual improvement in engineering, construction, sustainability and workplace health and safety. AfPA also provides many forums for its members from both industry and government to meet for the betterment of the flexible pavement industry. This has resulted in better roads and a more sustainable industry.

The AfPA purpose is to represent the flexible pavements sector, delivering a safe and sustainable industry that delivers benefit to Australian communities.

Governance

AfPA is governed by a national Board of Directors and led by its Chief Executive Officer. Its head office is located in Brisbane.

Membership

AfPA members include all major participants in the flexible pavements and in particular asphalt and bituminous pavements including asphalt producers, sprayed sealing companies, bitumen suppliers, consulting engineering organisations, tollway companies, major equipment suppliers and all State Road Authorities. It also includes a large number of Associate and Local Government members. Members include large organisations that operate across Australia as well as others that operate in a single state.

About the business and the role

This role drives continual improvement in safety, engineering and construction, technology, the environment and industry sustainability.   

The State Executive Director (SED) is responsible for the overall management of the Victorian and Tasmanian Branches for Technology, Communications and Member Outreach programs, in collaboration with the AfPA Directors, and reports directly to the CEO.

The SED ensures the delivery and communication of AfPA's objectives effectively represent the interests of all members and to promote the sustainable use and growth of bitumen based products in pavement construction and maintenance in Victoria and Tasmania.

The successful applicant will have a proven track record of achievement in the area of technical leadership, communications and the ability to foster long-term successful relationships with association members, industry stakeholders and staff.

The position is based in Victoria and the role will be working based at home, with an attractive salary package based on skills and experience.

Responsibility

The AfPA SED is responsible for the overall management of the State Branches and will be the principal contact for activities in the State and, with the support of the Head Office, will manage the affairs of the Branch. This will be in line with the strategic plan of the Association in a co-ordinated and harmonised way across Australia.

The position requires the successful candidate to be the Secretariat of the Branch, as well as lead the strategic projects that arise.  The successful applicant will need to be able to work independently and to effectively represent AfPA and its members at all levels of industry, government and the community and reports directly to the CEO. The position has a key role in the public projection of the key strategies of the Association and enactment of the expressed values of the Association at all times, projecting a positive and informed view of the role of the Association, its members and staff.

This role works in collaboration with the AfPA Director roles in Technology, Sustainability, Communications and Education to implement the Association's vision in the State Branch.

Purpose of the Position

The purpose of the position is to enhance the flexible pavement industry through driving continual improvement in safety, engineering, technology and knowledge, and in doing this, enhancing the reputation and status of all AfPA members.  Through effective communication with its members and stakeholders, the role will also grow the membership base to enhance the effectiveness of the outreach of AfPA in the State. 

The successful applicant will want to make a difference to the roads industry.

The CEO will outline the specific goals and targets for the role that line up with the AfPA Strategic Plan.  The SED will ensure that the delivery and communication of AfPA's objectives effectively represent the interests of all members.

The SED also has the responsibility for the State office management on a day-to-day basis and the financial reporting of the State Offices' budgeted outcomes.

Reports to:

The SED reports to the AfPA Chief Executive Officer. The position is based in Victoria. There will be a need for some travel around Australia but it is not envisioned that this will be a regular requirement. Travel across Victoria and Tasmania will be required on an as needs basis to meet the requirements of the role.

Supervises:

The SED has no direct supervision of staff but will be required to co-ordinate and support a range of outreach programs together with positive participation in national programs.

Principal Accountabilities:

  • Effectively work with the CEO to deliver the goals as outlined in the Association's Strategic Plan.
  • Establish and deliver effective communication strategies with members, State Road agencies and the broader road user.
  • Take on the responsibility for the delivery of AfPA seminars as required in the State.
  • Maintain close alignment between the State Branches and members through effective communication and relevant publications.
  • Enhance the reputation of AfPA and attract new members to support the vision of smooth, safe and well-maintained flexible pavements to serve the broader community.
  • Lead, inspire, challenge and develop the Branch members.
  • Maintain a positive and supportive role within the Association ensuring that external stakeholders of the Association clearly understand the strengths of the people, products and process that the Association has and can deliver.

Key Responsibilities:

  • Be a driving force for the Victorian and Tasmanian AfPA Branches that enhances the safety, efficiency and sustainability of the flexible pavements industry.
  • Ensure that the reputation of the Association is enhanced by clearly articulating its vision and purpose and providing positive and professional support to the Associations' staff across Australia.
  • Establish and maintain effective relationships with key members of the Association to facilitate the identification of activities that promote the sustainable use and growth of bitumen based products in pavement construction and maintenance activities, and promote the long term benefits of flexible pavement technology.
  • Be an advocate for and deliver consistent and supportive messaging around the role that AfPA plays for its members and the services that it delivers across Australia.
  • Prepare and gain CEO approval for proposed annual budgets and Business Plans in line with the AfPA Strategic Plan to deliver:
    • State operating budget
    • Annual Workshop Series
    • Knowledge Series
    • Other key initiatives as they are rolled out
  • Work collaboratively with the other AfPA Branches to ensure consistent harmonised technology transfer and training occurs across states borders and to identify opportunities to promote AfPA and its goals with the aim of achieving significant change for the benefit of the flexible pavements industry.
  • Actively support the AfPA Directors in their roles of delivering a harmonised approach to training, technology, communications, safety, sustainability and gender equity across Australia.
  • Undertake National tasks as directly by the CEO from time to time to support the strategic goals of the Association.
  • Maintain regular contact with AfPA members to ensure continuous alignment of efforts on key issues with a focus on the needs and priorities of members.
  • Monitor accounts and report on the budgeted outcomes.  This includes monitoring state based projects.  Reporting of these outcomes on a monthly basis to the CEO.
  • Furnish timely and accurate reports to the CEO on Association communication and outreach activities.
  • Effectively undertake branch activities and influence outcomes to enhance the reputation of AfPA.
  • Drive Association member and non-member attendance for all AfPA events, training courses and activities through effective communication tools and techniques.
  • An engineering degree or a related degree, including a working knowledge of sustainability practices in the transport sector will be well regarded.
